Special Meeting May 15, 2002

Posted Notice: To discuss details connected with the transfer of the North Shore School Property, the lease, the Johnson Control Agreement and similar matters.

Attending: George Sundstrom, Jeff Cook, Corlis West, Steven Dahl, Merry Mattson, Tim Strom, Phil Strom.

Meeting came to order at 6:00 p.m. The following motions, resolutions and decisions were made:

    Corlis – Fire and Police departments

    Jeff – Planning and Zoning

                        Steve – Town Hall, Building and Grounds

                        Bruce – Road and Bridge, Building and Grounds

                    Resolution #10

Whereas: The township of Duluth has acquired the property and building formerly known as North Shore elementary School for a Community Center for the Township and;

Whereas, the township has a lease with the North Shore Community school which will result in substantial monthly lease payments from the school to the township, and;

Whereas, the lease payments, rent, which the town will receive, are to be used primarily for long term capital improvements to the facilities, therefore;

Be it resolved that: the town board of Supervisors recognizes the purpose of the rent payments, commits that the capital fund account be dedicated only to long term capital improvements, insurance and reasonable administrative expenses which includes the contract with facilities managers to provide facilities management at the site;

And be it further resolved: That the town board respectfully requests future Town Board Supervisors, sustain the intent of this resolution.

Resolution #3

Whereas: The township is the owner of the Duluth township Community Center, a property and building valued in excess of $2.2 million, and;

Whereas, the township has entered into a lease arrangement with the board of the North Shore Community School to operate a K-6 Elementary School on the premises, and;

Whereas, unexpected events, I.E. major equipment failure, vandalism or destruction acts of nature may require immediate decisions to alleviate the adverse effects of such acts, therefore;

Be it resolved: that the Town Board authorize one representative Supervisor to spend up to $10,000.00 from the Community Center Capital Expenditure fund to correct the problem without prior Board approval to the emergency nature of the situation.
