George made a motion to approve the minutes from the November
30, 2004 meeting with one clarification, Stephen seconded.
" Clarification; remove the current draft Performance Standards, shown
on lines 44 through 58, from the minutes leaving the Performance Standards approved
at the November 30, 2004 meeting, on lines 60 through 76, in place.
" With the above revision, minutes from the November 30, 2004 meeting was

Notes on the December 8th Zoning Ordinance Revision:
Page 46. The current and proposed definitions of the LIU-3A
area are both included. The current ordinance seems to have a clearer language
that would perhaps guide the Planning Director more clearly. The Board may want
to consider this in the context of the other definitions/purposes.
" The following text is preferred by the Board of Supervisors: This district
is designed to accommodate those industrial and manufacturing uses that foster
orderly economic growth, without adversely affecting the residential character
of the surrounding area, by imposing performance standards to minimize conflict
between dissimilar uses and by prohibiting uses that may contribute to environmental
deterioration.
Page 47. The maximum lot coverage of the 9-acre LIU-3A area
seemed inconsistent with the other 9-acre area (FAM-3). Since the large lot
minimum provides ample impervious surface area, perhaps the LIU-3A area should
also be 5% rather than the 25% that was in footnote #1.
" Corlis made a motion to change the maximum lot coverage, under LIU-3A
9.0 acres, from 25% to 5%. Stephen seconded. Yes - Corlis, Jeff and Stephen
No - George. Motion passed.
Pages 50-51 The Board may want to review the changes made in
the LIU-3A area. For example, since only a single family dwelling for caretaker
use is allowed, should mobile home parks also be disallowed?
" Corlis made a motion to change Mobile Home conditional use to a Performance
Standard use under LIU-3A, Jeff seconded. George called for the question on
the motion. Corlis withdrew his motion, Jeff agreed with the removal of this
motion.
" Corlis made a motion to prohibit Mobile Home use in the LIU-3A area,
George seconded. Motion passed.
George made reference to changes made in the yellow copy of the Draft ordinance that were not consistent with motions passed during Board review.
Corlis made a motion to recess this meeting, Jeff seconded. Corlis would encourage everyone to spend some time on this document, going through the minutes, going through the suggestions Sue and Don put down on paper, it is important for the board to get this right. The next meeting will be 7:00 p.m. January 18, 2005
Motion to recess passed.
